Uses requiring a permit
Members of the CBA have expressed concerns about the new Article 1703 of the Codified Ordinances of the City of Chester. This new ordinance , Uses Requiring A Permit, allows the City to make annual building code compliance inspections and charge for the inspection.
Some of our Chester Business Association members told CBA board members, an inspector showed up and charged $600.00 to inspect their premises. One business reported that it was fined $1,000.00. Others told us, they have received a letter from the City notifying them of this new ordinance. The letter said the ordinance allows the City to make annual building code compliance inspections and charge for the inspection.
The CBA board has reviewed this ordinance NO. 9, 2016 authorizing such inspections and has several concerns. Was ordinance NO 9, 2016 properly passed and is it valid? And the State allows a municipality to enact an ordinance containing additional code standards after L&I reviews and approves the changes. Was this done?
If a CBA member wishes to learn more, the CBA will hold a seminar regarding this ordinance. This seminar will be offered as a member benefit for CBA members only. Please let us know if you are interested and which tines and dates you prefer.

frustrate any business owner. The Mastering Business Loan Proposals class will
help you understand the business loan process and bank’s evaluation criteria to
put you in the best position to succeed in getting a loan. You will gain
insight on lenders expectations, loan requirements, and the necessary proposal
documentation. The class includes a lending guide that discusses in great
detail the general bank criteria and underwriting standards, namely: character,
capacity, capital, conditions and collateral.

The Chester Business Association is offering a workshop about the Building Codes in the City of Chester. Workshop is scheduled for Wednesday, October 22, 2014 at 5:30 p.m. Workshop will be held at the office of Entrepreneur Works of Delaware County, 1350 Edgmont Ave, Suite 1300, Chester, PA 19013.
This is the first workshop sponsored by the Chester Business Association. Are you planning any type of construction/rehabilitation of a property in Chester? Then this workshop is for you. This workshop will discuss:
* How the present uniform construction code (UCC) came to be.
* The various codes that make up the UCC
* Which Codes apply to different projects
* What work is exempt from these codes
* How to apply for and obtain a building permit
The presenter for this workshop will be Mr. Richard Linderman, EAIA, NCARB, LEED AP.
Richard, Dick as he prefers, is an architect registered in five states and certified by the National Council of Architectural Registration Boards. He has over 50 years' experience with commercial design. He is a member of the International Code council and was certified by them as an accessibility plans examiner and inspector in 2003. Additional, he has be certified by Pennsylvania as an accessibility plans examiner/inspector and also as a building code official.
The cost of workshop is: $10.00/members; $15.00/non-members
